Cities Skylines is a bloody incredible game, but it isnt exactly awash with atmosphere. Essentially Tropico is a rather ressource and economics focused game while CS is much more focused on efficiency and esthetics.

If one were to crown a single king among city builders, it would be Cities: Skylines. Best of all Cities: Skylines is the work of just 13 people. I really enjoyed cities skylines and dont think the performance was bad until maybe late game with a fully populated.
